· POTTER COUNTY HUMAN SERVICES ADVISORY BOARD:

o Resignations

§ Sheriff Ken Sauley has served on the board since July 2002.

§ Hillari Dickerson has served on the board since January 2006.

§ Steve Symans has served on the board since June 2000.

o Re-Appointment

§ PCHS recommends the re-appointment of John Moshier for a 3-year term ending July 2012.

CONTRACTS AND AGREEMENTS

· AMENDMENT TO NORTH FORK DAM AGREEMENT – Between Potter County and the Natural Resources Conservation Service (NRCS) due to an increase in the estimated dollar value of the original agreement for the North Fork Dam project.


· CONTRACT – Between Potter County Department of Emergency Services (DES) and Priority One Consulting LLC for a consolidated wireline/wireless E9-1-1 plan to comply with Pennsylvania Emergency Management Agency’s (PEMA) standards of completion at a cost of $15,000.00.


· ADDENDUM TO UNION CONTRACT – Between Potter County and SEIU Local 668/PA Social Services Union to provide for pay adjustments due to state budget delay. The terms will be effective August 6, 2009 through September 8, 2009.



CONTRACT – Between Potter County and Northwest Saving Bank for a General Obligation note of $350,000.00 at an interest rate of 3.84% for a period not to exceed 60 months.

The Potter County Commissioners do freely direct the solicitor to prepare and file all necessary documentation required consistent with the municipal Debt Limitation Act and further hereby authorize the appropriate members of the Board of Commissioners to sign on behalf of the county of Potter any and all legal instruments or documents deemed necessary and appropriate to implement and legally effectuate the incurring of the debt herein authorized.

· CONTRACTS – Between Potter County and UGI Energy Services for natural gas at a rate of $6.80 per dkh from April 2010 through October 2010 to supply the Courthouse, Gunzburger Building and the Human Services building through March 2011.

TRAINING REQUESTS

Purpose: Staff must be trained to use the PIM II screens and the correct procedures to follow the new closure policies and related computer updates

· Colleen Wilbur (PCHS) – 2009 Needs Assessment, August 18, 2009, Harrisburg, Pa. Request for meals and mileage expenses. There is no registration fee.

Purpose: Mandatory to learn new assessment process for upcoming year.

· John Hetrick (DES) – PEMA Annual Conference, September 27-29, 2009, Harrisburg, Pa. Request for mileage expenses only. All other expenses are paid by PEMA.

Purpose: Obtain updated information on changes to the emergency management programs and how business is conducted.

· Glenn Dunn (DES) – PEMA Annual Conference & Annual LEPC Conference, September 25-30, 2009, Harrisburg, Pa. Request for mileage expenses only. All other expenses are paid by PEMA.

Purpose: Obtain updated information on changes to the emergency management programs and how business is conducted. Training is also required for certification.

· John Hetrick, Glenn Dunn (DES) – PA Interoperability Conference, September 30 – October 1, 2009, State College, Pa. Request for mileage expenses only. All other expenses are paid by PEMA.

Purpose: Obtain knowledge to promote interoperability among the Commonwealth, County and local responders.

PERSONNEL ACTIONS

· HIRING – Department of Emergency Services Director John Hetrick requests the hiring of Glenn Dunn as Acting Emergency Management Coordinator effective August 3, 2009 based on an annual salary of $30,000.00 plus full benefits.

· RESIGNATION – Steven Miller from position of Juvenile Probation Officer effective August 14, 2009.

· HIRING – Diane Bean as MSAG Clerk, Class III at the Department of Emergency Services at an hourly rate established per the union contract effective August 19, 2009.
