PUBLIC COMMENT
Otto Orszagh from Ulysses Township commented on county real estate tax increases being significant over the past 38 years when compared to other taxes. He said the system is unfair and taxes should be based more on income. Comm. Heimel responded that the tax system is dictated by the state legislature.

Joy Glassmire, director of Children & Youth Services at Potter County Human Services, was guest speaker. She discussed the agency’s many programs to protect children and shared her observations from 35 years of service.

NEW BUSINESS

CONTRACTS AND AGREEMENTS
Vicki Flewellyn – Contract for cleaning services of District Judge office in Galeton; March 15, 2011 to March 31, 2012. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley yes; Heimel yes; Kefover yes.

KOS, Office Equipment Maintenance & Repair; April 1, 2011 – March 31, 2012; Renewal of contract with no change in costs: copiers, flat rate of $79/machine plus parts as necessary; other office machines, flat rate of $49/machine. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley yes; Heimel yes; Kefover yes.

PC Housing & Redevelopment Authorities – Review and approve modification and intended use of CDBG funds. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley yes; Heimel yes; Kefover yes.

Grant – DES received Citizens Corps Program (CCP) grant for $13,100; Sept. 1, 2008 – Aug. 31, 2011. Comm. Kefover moved to approve the remaining time and obtain the signatures, Comm. Heimel seconded. Morley yes; Heimel yes; Kefover yes.

TRAINING REQUESTS
Barb Kiel, PCHS, Prime Time Health Conference, State College, Pa – April 27-28, 2011; registration fee, meals, mileage and lodging

Jim Kockler, PCHS, PACHSA Spring Quarterly, Harrisburg, Pa – March 24–25, 2011; registration fee, meals, mileage and lodging

PERSONNEL
Hiring –Kristen Hayman for 4H/Cooperative Extenson Summer Assistant, May 16-Aug. 19, 2011. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley yes; Heimel yes; Kefover yes.

Hiring – PCCYS – Amanda Luce, full-time to fill vacancy left by Amber Pesock on 1/31/11; rate $22,698 per year. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley yes; Heimel yes; Kefover yes.

COMMISSIONERS’ REPORTS
Comm. Heimel will be attending the County Commissioners Assn. of Pa. (CCAP) conference. He will be participating in several workshops on taxation, natural gas issues and other topics.

Comm. Kefover reported that Diane Ewing is retiring as director of the Potter County Office of Public Assistance and commended her for her service.

Comm. Morley noted that the Planning Department is working with the Pennsylvania State Police to assist townships and boroughs in handling issues related to oversize and overweight vehicles on municipal roads. He also said that Planning Director Charlotte Dietrich is encouraging use of standard 9-1-1 addressing signs to assist emergency responders in locating specific properties across the county.

Comm. Morley also stated that municipalities will soon receive maps showing changes in flood plain designations.
