April 22, 2010

CALL TO ORDER

The regular meeting of the Potter County Commissioners was called to order at

11:03 a.m., Thursday, April 22, 2010 in the Commissioners Conference Room. Present: Commissioners Doug Morley, Paul Heimel and Susan Kefover , Chief Clerk Todd Brown, Recording Secretary Lucinda Weakland, guests Anne Nelson and Rev. Harold Kiel and members of the media Teri McDowell, Kim Hoak, and Gerri Miller.

Purpose: Quarterly training required for certification

· Nancy Hurt (DRO) – Director’s Conference, May 10-12, 2010, State College, Pa. Request for meals, mileage and lodging ($262.57) expenses. There is no registration fee.

Purpose: Provide Directors with updated information on policies and performance management

· Nancy Hurt (DRO) – Guidelines Changes 2010, April 28, 2010, Erie, Pa. Request for meals and mileage expenses only.

Purpose: Update staff on guideline changes for 2010.

· Sue Weber (PCHS) – Apprise Basic Training, May 17, 19, 24, 2010, Clarion, Pa. Request for meals and mileage expenses only.

Purpose: Mandatory Apprise Basic training for Apprise Counselors

· Donna Foust (PCHS) – Protective Service/Guardianship Committee Meeting, May 20, 2010, Harrisburg, Pa. Request for meals, mileage and lodging ($77.70) expenses. There is no registration fee.

Purpose: Protective Service Supervisors request to attend for discussion on proposed documentation system, PS documentation requirements, update on legislation for ages 18-59 protective services.

· Pauline Kleintop, Pat Nichols, Margo Germino (Elected Auditors) – Regional Spring Meeting for PSACA, May 21, 2010, Bloomsburg, Pa. Request for mileage reimbursement only.

Purpose: Spring conference, auditor’s training

· Angela Milford (Jail) – Potter County Leadership Program, 2010. Request for registration fee ($750.00) expense.

Purpose: Leadership training

PERSONNEL

· SUMMER HIRING – County Extension Director Don Tanner requests the hiring of two 4-H summer assistants as follows:

o Nicole Gabreski from June 7 through August 20, 2010 at $8.20 per hour

o Kristen Hayman from July 13 through August 13, 2010 at $8.20 per hour

Funding for these positions has been allocated in the 2010 budget.

CHIEF CLERK REPORT

· Applications for 2010 County Liquid Fuels Tax Funds for county aid as follows:

COMMISSIONERS’ REPORTS

Commissioner Kefover reported that she attended a meeting of the Bradford Regional Airport Authority and is looking forward to representing Potter County’s interests.

Commissioner Heimel reported that Tom Leete of the Coudersport Shade Tree Commission has noted that the pin oaks outside of the Gunzburger Building are an inappropriate species for the space in which they have been planted. Commissioner Heimel noted that the board is discussing a plan for replacing these trees with a more appropriate species and stated that he is interested in receiving input from the citizens. Commissioner Morley added that the upcoming infestation by tent caterpillars is also being considered in the timing of the tree removal and replacement. PCRA Director Joe Pagano offered his perspective that trees in the downtown area offer scale, texture and diversity.

Commissioner Heimel also reported that the board was visited by Les Rolfe who picketed the Natural Gas Expo. Mr. Rolfe had concerns about the impact of the increased oil and gas drilling activities on water quality, used water disposal options, possibility of forest fragmentation, lack of state enforcement of regulations and lack of tax benefits for local municipalities. Commissioner Heimel responded to Mr. Rolfe’s concerns by encouraging him to contact his state representatives to express his concerns since they have these issues are primarily influenced at the state level. He also distributed the newsletter from the Public Education Committee of the Natural Gas Task Force.

Commissioner Kefover added that industry contacts have told her that Pennsylvania environmental regulations are much stricter than they were at one time.

Commissioner Morley noted that there have been a great deal of volunteer celebrations this month and offered thanks on behalf of the board to all those who volunteer their time and energy to make the county a better place.
