Everyday above ground is a good day!
Furthermore, everyday is pregnant with potential for happiness.
Let's see ...
What strategies can we use to give birth to this potential?
I know ...
By becoming a trader in the wonderful but wacky game of life.
Let's see ...
What all can we trade?
We can trade in boredom and stagnation for small activities of enjoyment and accomplishment.
We can trade in frowns and negativity for smiles, levity, laughter, and other expressions of affirmation.
We can trade in criticism for being appreciative for the good in everyone, and by over-looking shortcomings and imperfections.
We can trade in anger and impatience for forgiveness and acceptance.
We can trade in self-centeredness for being on the lookout for opportunities to provide acts of kindness and assistance, thereby making manifest our feelings of compassion.
We can trade in fear and worry about life's uncertainties for courage and trust that things will work out.
We can trade in jealousy and envy for contentment and satisfaction.
We can trade in inactivity for both physical and mental activities, recognizing that there is a strong mind-body connection.
As problems arise, we can trade in over-reaction for a calm and thoughtful assessment of the problem.
Then by making a list of all possible solutions.
Then taking the same corrective action as we would advise a best friend to take.
Indeed by so doing we can become our very own best friend.
If the problem is so complex that it cannot be totally resolved, then we must decide how it can best be managed.
Remember this ...
Everyday above ground is a good day!
Everyday of our New Year can become happier and more satisfying.
By reviewing this prescription on a daily basis,
We can become a fantastic winner in the game of life.
We need not let life become a desperate struggle.
Let us leap out of bed each morning and greet our new day ...
Embrace and love it.

Laurie Barr commented on the Marcellus Shale gas drilling taking place in the region and her concerns about the potential impact on public water sources. A lengthy dialogue ensued. She was encouraged by the Commissioners to become involved with the Potter County Natural Gas Task Force and to share her concerns with township and/or borough governments where drilling is taking place.

Morley announced the county’s preliminary 2011 operating budget will be available for public review on Dec. 10, 2010, with no anticipated increase in taxes required.

RESOLUTION # 12 – 2010 – Authorizing a revolving borrowing in the total amount of $1,000,000.00 in anticipation of 2011 taxes revenue anticipation note with Northwest Saving Bank.
TAX CLAIM BUREAU – Raise the amount for delinquent taxes from $15.00 per parcel to $15.00 for each taxing entity.

INTER-COUNTY COOPERATIVE COMMUNICATIONS AGREEMENT – Between Potter & Tioga Counties for emergency dispatch services for a period of 2011 through 2015.
JUVENILE ACCOUNTABLITLTY BLOCK GRANT - To help provide an Assistant who will handle Juvenile matters, so these mattes maybe expedited through the system. The Assistant will work closely with Potter County Probation, Police, Schools and Courts.
PRE-DISASTER MITIGATION (PDM) GRANT – Between Pennsylvania Emergency Management Agency (PEMA) and Potter County, Potter County has been approved for funding in the amount of $40,387.00. The performance period for this grant is Sep. 30, 2010 – Sept 30, 2013.
