MINUTES – December 2, 2010

SPECIAL MEETING on SALARIES – Salaries were approved for the Elected Officials.

NEW BUSINESS
RESOLUTION # 12 – 2010 – Authorizing a revolving borrowing in the total amount of $1,000,000.00 in anticipation of 2011 taxes revenue anticipation note with Northwest Saving Bank.

TAX CLAIM BUREAU – Raise the amount for delinquent taxes from $15.00 per parcel to $15.00 for each taxing entity.

CONTRACTS AND AGREEMENTS
DENTAL CONTRACT –Metlife Dental

INTER-COUNTY COOPERATIVE COMMUNICATIONS AGREEMENT – Between Potter & Tioga Counties for emergency dispatch services for a period of 2011 through 2015.

JUVENILE ACCOUNTABLITLTY BLOCK GRANT - To help provide an Assistant who will handle Juvenile matters, so these mattes maybe expedited through the system. The Assistant will work closely with Potter County Probation, Police, Schools and Courts.

PRE-DISASTER MITIGATION (PDM) GRANT – Between Pennsylvania Emergency Management Agency (PEMA) and Potter County, Potter County has been approved for funding in the amount of $40,387.00. The performance period for this grant is Sep. 30, 2010 – Sept 30, 2013.

ZELENKOFSKE AXELROD LLC – 2009 audit engagement letter.

RETROACTIVE PROFESSIONAL SERVICE CONTRACT – Assessment Field Listing/Tax Claim Delinquent Posting Service between Potter County and Shane Gross at hourly rate $10.00 and $.45 per mile. For the term of Dec. 13, 2010 through February 15, 2011.

RETROACTIVE PROFESSIONAL SERVICE CONTRACT – Assessment Field Listing/Tax Claim Delinquent Posting Service between Potter County and Eric Robinson at hourly rate $10.00 and $.45 per mile. For the term of Dec. 13, 2010 through February 15, 2011.

CONTRACTS AND AGREEMENTS



TRAINING REQUESTS
John Hetrick, Glenn Dunn, Julie Logue, Joe Gerhart, Diane Bean – InterAct Upgrade Training, to maintain current information/certification relating to the CAD Software for 911 - January 10, 2011 – Wellsboro, PA – $1500.00 – request for meals and mileage.

PERSONNEL
APPOINTMENT RETROACTIVE – Kathleen Majot as Interim Chief Clerk with effective date of Dec. 6, 2010 until permanent Chief Clerk hired.

APPOINTMENT OF CHIEF CLERK –Kathleen Majot as Chief Clerk with effective date of Dec 16, 2010.

APPOINTMENT OF FISCAL DIRECTOR – Judy Snyder with annual salary of $30,000.00, effective date of 12/20/10. Probation period will be met on 12/31/10

PCHS PART TIME POSITION – Rodney Rees to be hired for a part time van driver to assist in a reduction of overtime at hourly rate of $8.82.

PCHS RE-APPOINTMENT – Delores Wenzel re-appointment to the Aging Advisory Council for the term of Jan. 2011 – Jan. 2014
