CALL TO ORDER

PUBLIC COMMENT Joe Lewis questioned expenditures in the county’s proposed 2011 budget in the areas of Tax Assessment/Tax Claim.

NEW BUSINESS
Adoption of the 2011 County Budget – Real estates taxes will not increase. Comm. Heimel thanked Comm. Morley for his work on the budget’s details and pointed out that taxes have held steady for four of the last five years. Comm. Morley said the budget, while as defined as possible, is a road map or guideline, with estimates of incoming revenue and anticipated expenses. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes.

Resolution #13-2010 – Area Transportation Authority financial support (county share) for July 1, 2011 to June 30, 2012 of $10,000. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes, Kefover, yes.

HayGroup Pension Plan – Proposal to retain Potter County Retirement Fund actuary, HayGroup, to review county’s plan for full compliance with applicable U.S. Internal Revenue Service requirements. Documents must be filed by Jan. 31, 2011. Fee for customized plan document, IRS determination letter application and the IRS VCP application is $2,500, payable through the pension trust. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley, yes; Heimel, yes; Kefover, yes.

Non-Union Salaries, 2011 – Schedule of department heads, managers, and exempt employees, reflecting across-the-board salary increase of two percent. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes.

Director of Voter Registration/Elections Salary - New annual salary of $30,000.. This helps to equalize salaries for department heads and recognizes reduction of office staff position from full-time to part-time. Comm. Kefover moved to approve, Comm. Heimel seconded. Schedule for 2011 Board of Commissioners Meetings – Comm. Kefover moved to approve, Comm. Heimel seconded, Morley, yes; Heimel, yes; Kefover, yes.

Appointment of Credit Bureau- to collect delinquent county occupational tax. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes.

Reappointment for the Potter County Hospital Authority – Dale Erway, term of Jan. 1, 2011 to Dec 31, 2015. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley, yes; Heimel, yes; Kefover, yes.

Appointment to Headwaters Resource Conservation and Development Counci Boardl – Matthew Marusiak for 2011–13; Douglas Morley, alternate. Comm. Heimel moved approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes.

Appointment for the Potter-Tioga Library Association – Benjamin R. Olney. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley, yes; Heimel, yes; Kefover, yes.

Potter County Farmland Preservation Board - Roy Thompson has been recommended for appointment as chairman for 2011. Comm. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes. Larry Hamilton, contractor, board member; Bill Grandin and Alan Acker, at-large members, all three-year terms. Comm. Kefover moved to approve, Comm. Appointment – Kassie Chalmers to the Potter County Human Services Advisory Board, three-year term ending July 2013. Comm. Kefover moved approve, Comm. Heimel seconded. Morley, yes; Heimel, yes; Kefover, yes.

CONTRACTS AND AGREEMENTS
Service Contract Agreement – Between Potter County and Motorola Corp. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley, yes; Heimel, yes. Kefover, yes.

Lease Agreement – Between Potter County and Raup Family Trust for 110 N. East Street (District Judge office). Comm. Heimel moved to approve, Comm. Kefover seconded. Morley, yes; Heimel, yes; Kefover, yes.

CHIEF CLERK REPORT
Applications for County Liquid Fuels Tax Funds for county aid: Portage Township - $504.09; Pleasant Valley Township - $825.93. The county has received applications for 99.39% of 2010 funds allocated. Sylvania Township was the only municipality not submitting application for allotment of $414.10. Comm. Kefover moved to approve, Comm. Heimel seconded. Morley, yes; Heimel, yes; Kefover, yes.

COMMISSIONERS’ REPORTS
Comm. Kefover spoke of some goals for 2011, including work on Main Street Committees and work toward establishing a local Teen Challenge facility to assist those with drug and alcohol abuse issues.

Comm. Heimel announced that the next Natural Gas Task Force is January 11 and encouraged the public to become involved.

Comm. Morley said he looks forward to the next year with fiscal efficiency as a top priority.
