July 1, 2010

CALL TO ORDER

The moment of silence and pledge were observed in the Salary Board meeting immediately preceding this meeting.

NEW BUSINESS

· RESOLUTION #7-2010 – ADOPTION OF THE STORM WATER MANAGEMENT PLAN

Commissioner Heimel made a motion to adopt. Commissioner Kefover seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover , yes.

Commissioner Heimel noted that there was no opposition to the plan at the public hearing, commended Planning Director Charlotte Dietrich, her staff and municipal officials for their work in getting the plan completed. He stated that it was an excellent plan.

CONTRACTS AND AGREEMENTS

· GRANT AGREEMENT – AMENDMENT – Between Potter County and the Pennsylvania Board of Probation and Parole, Amendment #2 for Supervision Funds for paragraphs added to include Right To Know provisions.

· LEASE AGREEMENT – ADDENDUM – Between Potter County and Charles Cole Memorial Hospital continuing the lease agreement for the District Justice office space in Shinglehouse through May 31, 2011.

· PCHS CONTRACTS:

GRANT AGREEMENT – Between Potter County and the Pennsylvania Department of Health for Drug and Alcohol Block grants funds for the period July 1, 2010 through June 30, 2015.

AGREEMENT – Between Potter County and the Office of Child Development and Early Learning, Pennsylvania Department of Public Welfare for the Infants, Toddlers and Families Medicaid Waiver Operating Agreement from July 1, 2010 through June 30, 2013.

· EMERGENCY MANAGEMENT COORDINATOR – Glenn Dunn, Emergency Management Coordinator, has achieved his certification from the Pennsylvania Emergency Management Agency (PEMA) effective May 25, 2010.

In doing so, Mr. Dunn’s annual salary is increased from $31,000 to $35,000.00, retroactive to May 25, 2010.

CHIEF CLERK REPORT

· Applications for County Liquid Fuels Tax Funds for county aid as follows:

    • Stewardson Township - $667.07

Chief Clerk Todd Brown recommended the approval of this application.

Chief Clerk Brown noted that 38% of the funds have been applied to projects or encumbered to date.

COMMISSIONERS’ REPORTS

Commissioner Kefover reported that she will be attending a meeting between board members of Teen Challenge and the Northern Tier Childrens’ Home to discuss the possibility of running their program at the home. Commissioner Kefover explained that Teen Challenge is a faith-based Drug and Alcohol rehabilitation program licensed by the state with an 86% success rate. She further explained that if it is a good fit, it would be another resource for Potter County citizens and others in the region.

Commissioner Heimel reported that he attended the Natural Gas Expo in Troy, Pennsylvania where he gathered a great deal of information regarding natural gas drilling activities in the state.
