POTTER COUNTY SALARY BOARD MEETING

May 20, 2010

CALL TO ORDER: A meeting of the Potter County Salary Board was called to order at 11:00 am, Thursday, May 20, 2010, in the Commissioners Conference Room. Present were all four board members: Commissioners Doug Morley, Paul Heimel and Susan Kefover and Treasurer Krista Miller. Also present were Chief Clerk Todd Brown, Anne Nelson and members of the media Teri McDowell, Brent Addleman, and Gerri Miller.

OPENING PRAYER: Rev. Scott Ogden from the Park United Methodist Church offered a prayer.

PLEDGE OF ALLEGIANCE

ROLL CALL: Commissioner Doug Morley, present; Commissioner Susan Kefover, present; Commissioner Paul Heimel, present; Treasurer Miller, present; Chief Clerk Todd Brown, present.

MINUTES – 1/28/10: Commissioner Heimel moved to approve. Commissioner Kefover seconded. All in favor.

NEW BUSINESS

· Reclassification of Domestic Relations Office (DRO) positions

Commissioner Morley explained that, upon the retirement of Carole Conn from the Domestic Relations Office, then-Judge John Leete had recommended that, rather than filling the position, the responsibilities could be distributed among remaining staff.

Meetings were held with Judge Stephen Minor, DRO Director Nancy Hurt and the Commissioners to develop new job classifications within the office. Commissioner Morley said Judge Minor, Director Hurt and the employees’ union each put a considerable amount of time into the process to develop new classifications that all agreed were appropriate.

Four Case Manager positions are proposed with a salary structure as follows:

· Level 1: $9.17/hour

· Level 2: $9.42/hour

· Level 3: $9.67/hour

· Level 4: $9.92/hour

Establishment of these new positions results in the elimination of DRO Secretary/Clerk positions, Classes II, III and IV. All other provisions of the union contract will remain in place for the affected employees.

Commissioner Heimel commended Judges Leete and Minor, as well as Director Hurt and union representatives for their cooperation. He pointed out that the new structure results in a net cost savings to the county and is part of a long process to review county operations. Commissioners Morley and Kefover concurred.

Treasurer Miller expressed her belief that other county departments should be similarly reviewed for potential adjustments in work responsibilities and compensation. Commissioner Morley responded that this is the Board of Commissioners’ intention.

Commissioner Kefover moved to approve. Commissioner Heimel second. All in favor.

ADJOURNMENT: Commissioner Kefover moved to adjourn. Commissioner Heimel seconded. All in favor. The meeting was adjourned at 11:15 am.
