POTTER COUNTY COMMISSIONERS MEETING

May 6, 2010

CALL TO ORDER

The regular meeting of the Potter County Commissioners was called to order at

11:00 a.m., Thursday, May 6, 2010 in the Commissioners Conference Room. Present: Commissioners Doug Morley, Paul Heimel and Susan Kefover, Chief Clerk Todd Brown, Recording Secretary Lucinda Weakland, guest Anne Nelson and members of the media Teri McDowell, Kim Hoak, and Gerri Miller.

MINUTES – 4/22/10

· Correction: Hourly wage for 4-H summer hires will be $8.20, not $8.40

NEW BUSINESS

· RECOGNITION – Potter County Jail – Certificate of 100% Compliance for 2010

Deputy Warden Angela Milford accepted the certificate on behalf of Warden Ken Sauley.

· SPEAKER – Marilyn Bock, CEO, Community Foundation for the Twin Tiers (CFTT)

Ms. Bock explained that community foundations were first established in 1915 to assist communities in pooling their resources for better investment leverage. She noted that the CFTT is an endowed fund and is currently serving 5 counties in our area with Potter being the latest. A fund has been established by the Olney family. The Ruth Agar estate has also placed $250,000 with CFTT for operating costs at the Ulysses Library. Ms. Bock reported that last year this fund generated $8,200.00 for the library. The CFTT is a 501(c) 3 non-profit organization with an all-volunteer staff. She emphasized that they exist to help local communities use their money the way they want to for local causes. County advisory boards oversee these efforts.

· TREE REMOVAL QUOTES

Commissioner Morley explained that the board solicited quotes from 3 vendors to remove the pin oaks from around the Gunzburger Building. Three quotes were received. One was rejected because it did not meet the specifications requested. The remaining two quotes were as follows:

- Tom’s Tree Service $4,000.00

- Top Notch Enterprises/TNT Transport $2,500.00

Commissioner Kefover made a motion to accept the low bid from Top Notch Enterprises. Commissioner Heimel seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover, yes.

CONTRACTS AND AGREEMENTS

· INTERGOVERNMENTAL COOPERATION AGREEMENT – Between Potter, Bradford, Clinton, Lycoming, Sullivan, Tioga and Union counties for reciprocal disaster preparedness and prevention, and emergency response and recovery in support of the North Central Task Force (NCTF).

Commissioner Kefover moved to approve. Commissioner Heimel seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover, yes.

· MEMORANDUM OF AGREEMENT – Between Potter, Bradford, Clinton, Lycoming, Sullivan, Tioga and Union counties on behalf of the NCTF to set forth and formalize their agreement for the provision of expected policies, procedures and services for the effective and efficient fiscal administration and operation of the NCTF.

· INTERNGOVERNMENTAL COOPERATIVE AGREEMENT – Under Title IV-D of the Social Security Act between the Pennsylvania Department of Public Welfare (DPW), Potter County Domestic Relations Section of the Court of Common Pleas and the Potter County Commissioners.

TRAINING REQUESTS

· Retroactive - Colleen Wilbur (PCHS) – SCA Fiscal Officer Conference,
May 6, 2010, State College, Pa. Request for meals, mileage and registration fee ($70.00) expenses.

Purpose: Required for new 5 year BDAP contract

· Sherry Hoffman (PCHS) – P4A Membership Meeting/PDA Quarterly, June 16-17, 2010, State College, Pa. Request for meals, mileage and lodging ($214.84) expenses.

Purpose: Required quarterly meetings with PDA & P4A

· Tom Rathmell (Jail) – ServSave Certification Program, May 24 and June 7, 2010, Port Allegany, Pa. Request for meals, mileage and registration fee ($180.00) expenses.

Purpose: Required certification training

PERSONNEL

· HIRING – Potter County Chief Assessor Joe Lewis requests the hiring of Jacob Ostrom as a summer assistant through the Pennsylvania Higher Education Assistance Agency (PHEAA) State Work Study Program at an hourly rate of $8.20, effective May 17 through August 20, 2010 and for 3 weeks during the Christmas holiday break. PHEAA reimburses employers for up to 40% of the salary.

· HIRING – County Extension Director Don Tanner recommends the hiring of
Sheila Gabreski
as part-time Secretary/Clerk II, Class III effective April 28, 2010 at an hourly pay rate of $8.40 per the union contract.

· EMERGENCY TEMPORARY HIRE – District Attorney Andy Watson recommends the temporary emergency hiring of Jackie Yoder as Victim Witness Coordinator effective May 10, 2010 through June 1, 2010. Approval has been obtained from the Pennsylvania Commission on Crime and Delinquency (PCCD), Office of Victims’ Services for this temporary hire.

Commissioner Kefover moved to approve. Commissioner Heimel seconded. Roll call: Commissioner Morley, yes; Commissioner Heimel, yes; Commissioner Kefover, yes.

Commissioner Morley noted that this hire was also approved by the union.

Chief Clerk Todd Brown noted that Ms. Yoder is currently working 17.5 hours per week and DA Watson has requested an additional 12.5 hours for her to work as acting Victim Witness Coordinator.

ANY OTHER BUSINESS TO COME BEFORE THE BOARD

COMMISSIONERS’ REPORTS

Commissioner Kefover noted that she feels that the county is being burdened with over-regulation, particularly in area of Human Services. She stated that she will be holding a press conference in the near future to highlight this issue.

Commissioner Heimel reported his recent attendance at the Marcellus Shale Policy Conference in Pittsburgh and noted that he will be producing a report on this meeting at the next Natural Gas Task Force meeting scheduled for Tuesday, May 11 at 7 p.m. The featured program will be a panel of local educators who visited north Texas to study the impact of Barnett Shale natural gas activities on local education activities and the economy.

Tax Anticipation Loan - Interest

Chief Clerk Todd Brown reported that the county should be receiving a payment of $36,496.26 which represents the first half of its 2010 Liquid Fuels funding around June 1 and that the 2010 allocation notices have been sent to all of the municipalities.
